Evan "Van" Griffith Galbraith was the United States Ambassador to France from 1981 to 1985 under Ronald Reagan and the Secretary of Defense Representative to Europe and NATO under Donald Rumsfeld from 2002 to 2007.

The State Department desperately needs to be vigorously harnessed. It has too big a role to play in the formulation of foreign policy, and foreign policy is too important to be left up to foreign service officers.
